From the perspective of a labor economist, Whittaker summarizes conditions that the US Congress has found important in agricultural employment from the 1964 Farm Labor Contractor Registration Act through the 1983 Migrant and Seasonal Agricultural Workers' Protection Act, to the beginning of the 21th century. He also surveys the development history of the two statutes, and on that foundation discusses changes that should be made, and how they might come about.
